Riverside Community College District Project Labor Agreement
The Board of Trustees voted to approve a five-year Project Labor Agreement in March 2010. The agreement covered all construction projects using $1 million or more in Measure C funds. Through June 2014, ten projects were completed under the project labor agreement, with 217 non-union contractors and 192 union contractors. The agreement set a goal that 50 percent of positions for contractors working on the project be filled by residents of Riverside and San Bernardino counties.
- The district-wide local hiring attainment goal for active and closed projects was 65 percent, surpassing the 50 percent target.
- The local business participation rate (i.e., the share of local businesses that received contracts to participate in a project) was 54 percent.
- Both union (46 percent) and non-union (54 percent) contractors were well-represented under the project labor agreement.
